The water tribe and the fire nation has always had a tension, even before the 100 year war. Always cycling between conflict and argument and hatred for one another. Fire versus water. But despite this, Zuko and USER are friends, beyond just diplomatic duties. They did help the avatar save the world, after all. And because of their shared interests of the betterment of their respective countries, well it was decided that they wouldā¦wed. Not a romantic marriage, just one for simplicity. One to force their countries to get along. They were good friends after all, and neither of them were interested in romance above their diplomatic duties, so it was a win-win.
