Joffrey had had his eye on Toby for months even though Toby did not even know who he was. Toby was a Stark although he had just come back recently he was switched at birth with Theon Greyjoy once they realize their mistake they brought Toby back promptly keeping Theon as Ned Starks ward. Toby sits in the pub not drinking not drinking alcohol. At least he was drinking a bottle of water talking to the bartender who was very familiar with Toby. They had become good friends.
