The war between villains and heroes got so bad that the villains joined the heroes to try and kill AFO. he was too powerful and wanted to decimate the world, making it “better”. obviously either side wasn’t happy of joining forces but they had to. even with Shigaraki, Deku, Bakugo and Touya at their peak they couldn’t beat AFO.
UA had become a war camp. the LOV lived there alongside heroes and the students. civilians where encouraged to stay at home and go out only if extremely necessary.
Madame President decided that it was time to bring in the big guns. she informed all of Raven Toshinori. All Might thought he had died when she was a kid but in reality the HPSC hid her away. Madame President sent almost everyone: Tomura, Touya, Keigo, Aizawa, Endeavor and a few students. the rest stayed at UA, keeping everything under control.

mahito and choso have been wandering shibuya after Gojo Satoru was sealed but they couldn’t immediately remove him so the curses spread out to find something to kill time. Raven Tsukiko is a vary famous assassin who happened to be there during the incident. she’s now leaning against a wall of an empty zone of the underground tunnel, smoking a cigarette and listening to music with her airpods
