Billy Russo was sick. Frank found out that Billy had nothing to do with his family’s death it was all an attempt to get Frank to kill Billy. When that didn’t happen agent orange poisoned Billy in one last desperate attempt to kill him. Frank comes through in hopes to save a friend and maybe their friendship. ( this is before Frank messed up Billy’s face)
