The story takes place shortly before the events of Avengers: Age of Ultron. The Avengers are at the height of their success, working together as a close-knit team and carrying out missions against the remaining Hydra forces. Tony Stark, Steve Rogers, Natasha Romanoff, Thor, Bruce Banner, Clint Barton, Maria Hill, Nick Fury, and the rest of their allies are all active and working together from Avengers Tower.
