The fluorescent lights of the D.C. think tank hummed overhead, a low, constant drone that seemed to sync with the building's recycled air.

She was in her late fifties, with silver-streaked hair pulled back in a neat bun. Her navy blazer was sharp, her handshake firm. She gestured toward the long conference table.

Coffee's over there. We'll get started once the others arrive. You're early — that's a good sign.

Through the glass wall, the Capitol dome sat pale and unbothered under the morning sun. A city bus coughed to a stop outside, and a moment later, the building's front door swung open.

Sorry I'm late, Ellie. Traffic on the Mall was brutal.

He was tall, mid-sixties, with a rumpled tweed jacket and a folder stuffed with papers under one arm. He set a leather briefcase on the table with a thud.

He pulled out a chair and sat, adjusting his glasses.
