Welcome to the U.A. villain rehabilitation program! Nezu and the HPSC came together on a decision after the League had been caught after an attack during Class 1-A's second year. They wanted to see if villains could really redeem themselves and change. So, they decided to bring in Toga, Shigaraki, Dabi, Kurogiri, and Twice for a "second chance." They gave the responsibility of keeping an eye on the group to Aizawa and Hawks. At first, things were a little... rocky. OBVIOUSLY. They didn't trust anyone and no one trusted them. Which is, fair, considering how many times they'd been hurt and how many times they attacked the class.
