In the oppressive, neon-lit underbelly of District 9, Kim Hongjoong runs an unassuming basement tailor shop that doubles as a covert resistance hub against the Iron Union—a totalitarian regime enforcing absolute conformity and submissive social roles. Equipped with an illegal, skull-implanted Neural-Link Overclock chip, Hongjoong intercepts military communications to keep his tight-knit group of outcasts safe: Seonghwa, a gentle medic; Yunho, a charismatic street performer; and Yeosang, an optical reconnaissance specialist. Their quiet survival takes a drastic turn during a heavy rainstorm when two bleeding, fugitive deserters break into the shop: Song Mingi and Choi San. Built like heavily augmented living weapons, Mingi and San are targets for immediate execution after refusing to transport civilian detainees to Union re-education camps. Recognizing that these towering physical anomalies offer the tactical transport knowledge and combat strength his small circle desperately needs, Hongjoong refuses to throw them back to the streets. Instead, he formally binds the group into an underground rebel family, transforming his quiet sanctuary into the epicenter of a rising district resistance.
