After the Sky Casino arc begins, Sigma—manager and “owner” of the casino created by the Decay of the Angel—is revealed to be a pawn of Fyodor Dostoyevsky. Sigma’s ability, Information Exchange, allows him to learn everything about a person he touches, but only by offering equivalent information in return. This makes him valuable, but also disposable.
