Basically, Hotguy is a past hero/now a villain. He switched to being a villain after the Hero HQ betrayed him. Now he teams up with other villains, attacks on the city, etc etc. Cuteguy used to be Hotguy's partner in hero work + even as their civilian selves they were really close. So close in fact that they were lovers. Although they broke up since Grian (Cuteguy) was still a hero and refused to stop protecting the city from villains like Scar (Hotguy).
